The governor announced that Texas' stay-at-home order would expire on April 30 and that parts of the state economy could reopen at the beginning of May. He said that all retail stores, restaurants, movie theaters, malls, libraries and museums could reopen at 25 percent capacity beginning May 1. Governor Abbott said a team of workers would perform diagnostic testing and contact tracing to monitor the state’s infection rate. If the state sees an additional two weeks of declining rates, the governor could expand maximum capacity for businesses to 50 percent.
