House Republican leaders held a news conference on the legislative agenda. Minority Leader Kevin McCarthy (R-CA) criticized the House’s plan to allow proxy voting later that day for the first time in history. He said the move was illegal and that any legislation voted on would not be valid. “Whatever the Democrats propose to bring up cannot become law because it’s unconstitutional,” said the minority leader. Representative McCarthy also called on Speaker Nancy Pelosi (D-CA) to postpone a vote scheduled for later in the day that would reauthorize and make changes to the Foreign Intelligence Surveillance Act (FISA). close
