Leon Panetta, defense secretary during the Obama administration, testified at a House Foreign Affairs Subcommittee on Europe, Eurasia, Energy, and Environment hearing on managing threats from Russia. Topics addressed included the importance of NATO; Russia’s use of cyber- and dis-information as a form of "hybrid warfare"; President Vladimir Putin’s desire to make Russia a dominant, global power; and the recent reports that Russia has offered the Taliban bounties for killing American soldiers in Afghanistan. Mr. Panetta said that the U.S. is experiencing a new chapter of the Cold War, and that through clear-eyed, strong and resolute leadership, the U.S. must sure Russia is aware of the consequences for actions against the U.S. and its allies. close
