Representative James Inhofe presented a bill that would make public the signatures of law makers who sign release discharge petitions. These petitions are used by representatives to bypass the traditional committee review procedure and immediately bring the issue before the House for discussion. Representative Joe Moakley opposed the bill because he felt it would make Congressmen more susceptible to lobbying efforts. The measure was passed. close
