President Clinton unveiled the administration’s plans to change the U.S. unemployment system. A new proposal would extend jobless benefits for displaced workers while they learn new skills. The plan also calls for consolidating state and federal unemployment programs into onestop career centers which would provide benifits, counseling, and job training. close
