The efforts to cut the federal budget were outlined by Republican New Hampshire Congressman Bill Zeliff and Democratic New Jersey Representative Robert Andrews. Congressmen Zeliff and Andrews would file a discharge petition the next day to force action on a congressional spending cut plan. The so-called A to Z proposal called for a special session of Congress to deal specifically with the budget deficit. Each lawmaker would have an opportunity to introduce measures to either abolish, restructure or cut federal programs. The A to Z plan required at least 56 hours of debate on the spending cuts. close
