President Clinton spoke about issues affecting children and families. He said to rescue our children’s future, we must grow the middle class and shrink the underclass, support policies that reinforce work, families, and communities, and change the way government operates so that it promotes independence and opportunity. He said the government has a responsibility, working with the private sector, to guarantee children, who can’t get it for themselves, health, safety, and education. The president spoke on the Administration’s efforts to strengthen families and give children a better start. Specific topics included the Earned Income Tax Credit, Family and Medical Leave Law, School-to-Work Program, AmeriCorps National Service Program, and the Crime Bill. The president also discussed his welfare reform legislation being considered by Congress. close
