The Murphy-Robinson-Ridge proposal called for an increase to 4.65 an hour by 1992, while the Goodling-Penny-Stenholm proposal called for a smaller increase. The supporters of the first proposal argue that such an increase is necessary in order to give peole a decent wage. A provision for a smaller “training wage” ($3.35 an hour) is included in the proposal however. The supporters of the Goodling-Penny-Stenholm substitute contend that such a large increase in the minimum wage will hurt the disadvantaged who will be the first to be laid off. A large increase may also cause negative effects on the economy.
