President Bill Clinton spoke about the cooperation between citizens and government in helping people succeed in the global economy. He emphasized his strong commitment to educational loans and his new educational tax credit proposal which would provide a tax credit of up to $1,500 for the first two years of college education. During his speech, he responded to a female heckler by advising the audience, “You cannot blame this poor woman. They the Republicans have nothing to run on.” He concluded his speech amid cheers of “Four more years” from the audience. close
