President Bill Clinton announced emergency measures to help prevent further arson of churches in the Southeastern United States. He included the immediate transfer of $12 million to communities in twelve targeted states. The president spoke in the Rose Garden of the White House and took no questions following his statement. Nancy Gist, Director of the Bureau of Justice Assistance at the Justice Department and Raymond Kelly the Under Secretary of the Treasury for Terrorism and Financial Intelligence flanked the president during his remarks but did not address the audience. close
