The House took up a penalty recommendation from the House Ethics Committee for Speaker Newt Gingrich (R-GA), the first time members had ever considered punishment for the speaker. A simple majority was needed for approval. The resolution itself called for a reprimand of the speaker along with a $300,000 payment reimbursing the House, the penalty recommended to the committee by the Special Counsel in this case. The resolution was approved 395-28, with five member voting “present.” close
