President Bill Clinton received a framed photograph of his first inauguration then he and Vice President Gore received flags that flew over the Capitol as well as commemorative glass bowls. President Clinton spoke to the luncheon guests briefly about his inaugural speech and thanked the Joint Congressional Inaugural Committee for their work. Senator John Warner (R-VA) also chronicled the one time in 1945 when a president was not inaugurated at the Capitol. close
