During his first briefing at the Pentagon, Secretary William Cohen announced that his first trip abroad will be a visit to U.S. troops in Bosnia. He also outlined his priorities, including the 1998 Defense Department budget and ratification of the Chemical Weapons Convention. He sharply criticized the practice of hazing in military training and added that he will enforce a zero tolerance policy for hazing, sexual harassment and racism. General Shalikashvili described the two-day conference of commanders-in-chiefs and other Defense Department officials with Secretary Cohen. close
