Secretary of Defense William Cohen and General John Shalikashvili officially released the Quadrennial Defense Review. They and others Defense Department officials briefed reporters on the report, which calls for more base closings and other reductions in the military infrastructure as well as scaled down, but no cancelled, weapon modernization programs. They stressed that these controls over spending will not affect combat troops and that the U.S. will still be able to fight two simultaneous regional conflicts. John White, Deputy Defense Secretary and Gen. Joseph Ralston, Joint Chiefs of Staff Vice Chairman, also spoke. close
