Secretary Cohen made a number of recommendations to the committee including cutting 90,000 people from the active military forces by 2003, cut 65,000 from the Guard and Reserve and cut 160,000 from the civilian Defense Department workforce. The recommendations also included cutting naval warships and F-22 fighter planes from the Air Force. Secretary Cohen insisted that this process would take years to implement and would take bipartisan cooperation in order to implement. General Shalikashvili remarked that the report was written and researched by anticipating every possible war situation in which the United States could become involved. The report also suggested that the United States would remain the world’s dominant superpower until 2010 after which a “regional great power” or “global peer competitor”
