The House debates three amendments to the Savings and Loan Restructuring Plan (HR 1278). The first amendment, introduced by Representative Annunzio, would restore civil penelties for banking-law violations. The second amendment, introduced by Representative Rostenkowski, concerns the selling of bonds through the Treasury Department to finance the bailout. Such bonds would be exempt from the deficit calculations under the Gramm-Rudman law. The final amendment, introduced by Representative LaFalce, would eliminate the exemptions clause of the Rostenkowski Amendment. The Annunzio Amendment is adopted. The Rostenkowski Amendment is also adopted. The LaFalace Amendment is defeated. close
