The House Ethics Committee Task Force heard comment from four witnesses on a new report detailing how the House will deal with future complaints against its members. The report includes nineteen recommendations which cover how ethics complaints are filed, investigated and adjudicated. The witnesses testified about the concerns about the reforms. including how charges are initiated and whether an outside body should have oversight over ethics cases. Witnesses included Thomas Mann of the Brookings Institution, Ann McBride of Common Cause, Gary Ruskin of the Congressional Accountability Project, and David Mason of the Heritage Foundation. close
