Secretary Cohen and General Shalikashvili released the report on the 1996 bombing of the Khobar Towers barracks in Saudi Arabia. They stressed that the Air Force has improved base security measures and that Brigadier General Schwalier, the wing commander at the time, should not be promoted to the rank of major general, due to his lack of effort to make the base more secure from terrorist attack. Secretary Cohen also announced that the president will nominate Michael Ryan as the new Air Force chief of staff. After their statements, they took questions from the press. close
