Senate Appropriations Subcommittee members heard testimony from Education Secretary Richard Riley and Representative William Goodling, R-Pennsylvania and the chair of the House Education and the Workforce Committee, on the proposed voluntary national testing standards. The national tests would be given to fourth graders for reading and eighth graders for math. Republican leaders have criticized the proposal as overly bureaucratic and have offered more school choice as a better way to improve education. This hearing was chaired by Senator Arlen Spector, R-Pennsylvania. close
