President Bill Clinton outlined his proposal on the reduction of greenhouse gases to address the problem of global warming. It would require companies to meet 1990 emission levels by about 2010 with reductions thereafter. It would also include incentives for companies to develop and use alternative energy sources and energy-saving technologies. close
