Republican members of Congress urged President Clinton to help them change income tax rules which they claim penalize married people. Reps. Weller and McIntosh asked the president to use his State of the Union address later this month to endorse legislation proposed by them to eliminate this tax rule. They said that 21 million married couples pay higher taxes than if they were single because filing joint returns pushes them into a higher tax bracket.
