Mowaffak Allaf was a Syrian diplomat, and a former ambassador to the UN. Allaf served as the Under-Secretary-General of the UN in Geneva, and headed the Syrian delegation to the Madrid peace conference and the subsequent peace talks with Israel. Wikipedia*
