President Clinton and congressional Democrats held a rally to gather support for the president’s Medicare expansion proposal. The proposal would allow people over 55 who have lost health insurance through employers to buy into the Medicare program before turning 65. In his remarks, the president stressed the human dimensions of the problem and that the Congressional Budget Office estimates that this legislation would not be detrimental to the solvency of the Medicare trust fund. close
