Committee members heard testimony from administration and military officials on the continuing deployment of U.S. troops in Bosnia with no deadline. Secretaries Cohen and Albright testified about the president’s constitutional rights to use troops without congressional approval and the accomplishments of U.S. assistance in helping restore the region.
