Beginning at about 1:50 p.m., members debated supplemental appropriations legislation for disaster relief and military operations in the Persian Gulf and Bosnia and corresponding rescissions. Many opponents criticized Republicans for programs which were cut, including literacy programs and AmeriCorps, and for the Republican failure to bring forward another supplemental bill for International Monetary Fund funding. The House passed the bill by a 212 to 208 vote. close
