Members debated the tax limitation constitutional amendment. The legislation would require that Congress obtain a two-thirds majority to raise taxes. Two exceptions were included in the bill, the 1st would be “minimal” tax increases with “minimal” to be defined and the 2nd exception would be when the U.S. is in a military conflict posing a national security threat and last 2 years. Opponents criticized the legislation as being unconstitutional and a breach on majority rule. The vote was 238-186, which was short of the two-thirds needed to pass a constitutional amendment. close
