Frank Murray discussed the case before and after the audio tapes of the oral arguments for Raines v. Byrd were played with corresponding courtroom drawings. The case was the first Supreme Court case on the constitutionality of the presidential line-item veto. “Raines” is Franklin Raines, the director of the Office of Management and Budget, and thus the president’s primary budgetary official. “Byrd” is Senator Robert Byrd, a staunch opponent of giving the president line-item veto authority. close
