(Second legislative day) Under a revised rule, H.Res. 298, the House passed H.R. 3545, a $14.5 billion deficit reduction bill, from which welfare reform measures had been removed. Republicans are visible on the floor watching the outcome. Speaker Wright (D-TX) delayed announcing the vote outcome after he indicated that time had expired. This gave Rep. Chapman (D-TX) time to return to the chamber and switch his vote, permitting the bill to pass.
