President Clinton discussed a report on how poor families are making the transition from welfare to work. He also announced changes in regulations and the release of grants to aid the most disadvantaged of welfare recipients. The president signed welfare reform legislation into effect two years ago this month. He encouraged private sector companies to continue their hiring of the unemployed. close
