President Clinton and Democratic leaders talked about a budget compromise they had reached with the Republican majority. They were pleased that the budget included increased levels of funding for education, farm relief, environmental programs, and the International Monetary Fund. They were disappointed, however, that a patients bill of rights was not included and complained that the process had been too partisan. close
