President Clinton announced that he had ordered military strikes against targets within Iraq in order to degrade Iraq’s ability to build weapons of mass destruction. He reviewed numerous violations of United Nations Resolutions by Iraq noting that they had been given several chances to comply with the resolutions. Toward the end of his address he said that the timing of the attack had no bearing on the House’s planned impeachment debate, rather the attack was sparked by UNSCOM chairman Butler’s report to the Secretary General. close
