The House passed S. 1036, to improve the economic, community, and educational well-being of rural America. The House passed H.R. 4328, amended, to authorize appropriations for fiscal years 1991 and 1992 for the customs and trade agencies. The House passed H.R. 908, amended, to provide for five-year, staggered terms for members of the Federal Energy Regulatory Commission. The House concluded all general debate on H.R. 3847, to establish a Department of Environmental Protection, but came to no resolution thereon. The House passed H.R. 2209, to enable the producers of soybeans to develop, finance, and carry out a nationally coordinated program for soybean promotion, research, and consumer information. The House also passed the H.R. 3386, to require the Transportation Department to issue regulations governing the “backhauling” of food, solid waste, and hazardous materials and to prohibit using cargo tanks in transporting food and hazardous materials by motor vehicles. close
