Representative Marty Meehan, D-Massachusetts and Representative Christopher Shays, R-Connecticut, talked to congressional staffs about the need for campaign finance reform and their plan to end the influence of “soft” money. Their plan would end the practice of using issue advertisements and would give the Federal Election Commission greater enforcement powers. After their remarks they answered questions from the staffs. close
