First Lady Hillary Rodham Clinton spoke on Education. She stated that American schools need qualified teachers. She spoke about the critical importance of a good education for American children. Secretary Riley talked about the need for qualified teachers in American classrooms. President Clinton announced plans to increase education funding to help schools hire additional teachers. He said that there is an absence in the pool of teachers who can teach certain subjects. He stated that it is not the students that are failing, it is the system that is failing the student. He described the plan he has for improving the system of education in the United States.
