Mr. Greenspan testified that he agreed with President Clinton’s idea to save Social Security by using the budget surplus. He disagreed, however, with the idea to use some of the surplus to invest in the stock market and with Republican plans to use the surplus to offer tax cuts. He further suggested that the stock market had risen too far, but noted the Federal Reserve had no intention of raising interest rates. close
