The Senate Finance Committee held a hearing on United States Trade Policy. Treasury Secretary Robert Rubin testified that open trade and open markets at home and abroad were beneficial to the economy of the United States. Commerce Secretary William Daley testified to the importance of the present plan of increasing exports from the United States. He also stated The Commerce Department was working on preventing the United States from becoming the dumping ground for steel. Charlene Barshefsky testified that the Clinton administration’s agenda was committed to fair and open markets. She talked about five agreements created to promote open trade. Deputy Treasury Secretary Larry Summers testified that the root of economic problems in other countries was excessive borrowing, and the remedy was not increasing taxes. close
