President Clinton announced his budget plan for Fiscal Year 2000. The plan included provisions which set aside the bulk of the surplus for Social Security and Medicare. Among the other programs included in the budget were an extra $112 billion in defense spending, more funds to hire teachers, and some targeted tax cuts. close
