The Senate Judiciary Committee examined a Government Accounting Office report that found that fines imposed on employers who knowingly hired illegal aliens actually resulted in discrimination against legal aliens. Members talked about ways to prevent the sanctions causing employers to refrain from hiring any immigrants, legal or illegal. These ideas included simplified sanctions, employer education programs, and reduced immigration documentation. close
