JOHNS HOPKINS CENTER FOR CIVILIAN BIODEFENSE STUDIES the topic of Bioterrorism Prevention was addressed.

Richard A. Clarke,SECURITY & Counter-terrorism Coordinator,

NATIONAL SECURITY COUNCIL

talked about steps taken to protect the U.S. population against biological terrorism. He said that preventative measures were needed because intelligence alone did not provide for an adequate response time. Such measures included stockpiling medicines, scientific research into vaccines, and training for first responders.
