The Senate Subcommittee on Aging held a hearing on using budget surpluses to save Social Security and Medicare as the baby boom generation approaches retirement age. Deputy Treasury Secretary Lawrence Summers presented the president’s plan, which reserved approximately 70 percent of the surplus for these programs. He was followed by a panel of experts who detailed various aspects of the plan, including provisions to establish an independent agency which would invest a small portion of the revenue in the stock market. close
