Representative Frenzel, the ranking minority member of the budget committee, in a last minute change, declined to offer President Bush’s proposed 1991 budget for a vote. He cited that the economic conditions had fundamentally changed since the president had submitted the budget. Speaker Foley, in a rare appearance on the House floor, closed the arguments for the Democrats in favor of the budget resolution and criticized the president for lacking leadership on the budget. The resolution was passed by a vote of 218-208. close
