Representatives testified before the House Judiciary Committee that the independent counsel statute was inherently flawed and should be allowed to expire. Their remarks focused on the many witnesses and targets of investigations whose bank accounts had been cleaned out by legal fees and whose lives had been shattered. They were followed by Eric Holder who testified that the Justice Department had similarly concluded that the statute should expire. He cited a litany of problems with the law, from the ease with which it triggered an appointment to its failure to rein in investigations and spending. close
