History and American Culture Professor Roger Wilkins talked about the depth and pervasiveness of racism in the United States. He noted that institutional racism often went unrecognized. He then said that programs designed to end racism must start at the community level and must include the young, the poor, and the police. After his comments he answered questions from the audience. The speech took place during a conference of the National League of Cities. close
