Mr. Barr and Mr. Civiletti argued against renewal of the Watergate-era independent counsel law when it expires June 30, 1999. Mr. Barr said that the vices of the statute are in the statute itself, not necessarily in the person holding the independent counsel position. Both panelists said that there is no safeguard against the independent counsel prosecuting any crime no matter how minor, which would not be fair to the offender. close
