Participants discussed various aspects of needed reform in the Medicare system. They focused on a proposal by Sen. Breaux that called for private competition within the system while increasing benefits for low income elderly and raising costs for more affluent senior citizens. The commission voted on the proposal and it failed by one vote to reach the super-majority needed to make a report to the Congress. close
