President Bill Clinton pledged an additional $50 million in humanitarian aid to Kosovar refugees and said that the U.S. would care for 20,000 of the refugees. He also justified the NATO actions against Serbian forces saying that President Milosevic had “shown time and again that he would rather rule over rubble than not rule at all.” After his remarks he answered questions from reporters. close
