President Clinton and Premier Rongji Zhu talked to reporters about their talks earlier in the day and other issues of mutual concern. President Clinton said that they had failed to reach any final agreement which would pave the way for China to join the World Trade Organization. Premier Zhu said that the failure was a result of the “political atmosphere” in Washington. They also addressed Democratic fundraising, charges of Chinese espionage, and the NATO mission in Yugoslavia. After initial comments they answered questions from reporters. close
