Senator Arlen Specter talked to reporters about a letter he sent to President Bill Clinton concerning foreign policy toward China and allegations of Chinese espionage in the United States. He said that the U.S. should confront China about human rights and call for amnesty for Chinese dissidents. He stated that NATO should require unconditional surrender of President Slobodan Milosevic and put him on trial as a war criminal. He took questions from the audience. close
