Following a briefing by President Bill Clinton, Senator Joseph Lieberman and Senator Arlen Specter spoke separately to reporters about the NATO mission in Yugoslavia. They said that they supported the president’s actions with some reservations. they said that it was too early to engage ground forces, but that some contingency planning would be prudent.
