Mr. Dorning talked about Congress’s view of the NATO military operation in Yugoslavia. He said Congress may have to choose between either officially declaring war on Yugoslavia or withdrawing all forces from Albania and the Balkans. He noted that Rep. Campbell may try to force Congress to choose one of these two options by appealing to the U.S.Supreme Court. He stated that a popular resolution will be considered by the House to give tax breaks to military personnel engaged in the air strikes on Yugoslavia. close
